Preliminary Enquiry Protocol Pool
- Sarah Baker I am a qualified social worker, registered with GSCC. I have over 20 years’ experience as a social worker and team manager, mainly in children and families social work, both with several local authorities, and as a diocesan child protection officer. I currently work on a flexible basis as a Children’s Guardian for the Child and Family Court Advisory and Support Service. In both my present and previous employments I have an extensive experience in undertaking detailed enquiries where there are issues of safeguarding and of children’s welfare.
- Chris Brannan I have over 33 years as a qualified Social Worker and specialised in the Safeguarding of Children. Worked in the public sector both as a practitioner and manager and completed complex joint investigations. Wrote a practice guide for the Department of Health and contributed to articles and books on the subject. I have undertaken Serious Case Reviews and investigated a number of complex complaints. I now work in the private sector as a Social Work Consultant and the independent chair of the Telford and Wrekin Council Children’s Safeguarding Board. Also chair the Shrewsbury Catholic and Hereford Church of England Diocese Safeguarding Boards. Act as an expert court witness in abuse and compensation cases.

- Pauline Butterfield I have been employed as the Safeguarding Co-Ordinator for the Shrewsbury Diocese since 2001. During this time I have also carried out safeguarding consultancy for several Religious Orders. My background is extensive work in child protection over 25 years.
I have a first class honours degree in Prof Studies in Social Work (Manchester University), a Diploma in Social Work, and a Postgrad Cert in Behavioural Forensic Psychology (UCLAN) also awarded with Distinction. I have received the training to carry out risk assessments using the latest generation SVR-20 risk assessment tool (2011) now adopted nationally within the police and probation services and recognised for expert witness court reporting.
I have been involved in Independent Investigation since the pilot began in 2009, and have completed highly complex casework investigations on behalf of a Religious Order and two Dioceses.
- Anne Cole Anne Cole is a registered Social Worker with over 25 years’ experience, working for many years as a middle and senior manager within Local Authority Children’s Services, specialising latterly in safeguarding. She has been responsible for the establishment and management of an LSCB and also the formation of a Vulnerable Adults Service. Since October 2009 she has worked in an independent capacity, providing advice and support to LSCBs; chairing serious case review panels; investigating complaints and undertaking project work and practice audits within operational children’s services. Anne is an active member of her local Parish and is their safeguarding representative.
- Tony Domaille Tony Domaille is a safeguarding consultant, dividing his time between independent investigations, case review work and delivering specialist training.
In a varied career he has -
- Managed investigations with Police Child Protection and Child Exploitation teams.
- Worked for the Foreign and Commonwealth Office taking child protection training to Malaysia.
- Been a member of a Diocese Safeguarding Commission.
- Delivered training to clergy and parish reps, as well as undertaking past case reviews and preliminary enquiry protocol investigations.
Tony has a vast experience in working with all agencies in the safeguarding arena as well as the Catholic Church.
- Shirley Hosgood Shirley is a qualified social worker with over 16 years of post qualifying experience.
She holds a Bachelor of Arts degree in Professional Studies (Protecting Children) and both a Diploma and Post Qualifying Award in Social Work.
Her initial experience lies in local authority social work. In more recent years Shirley has been involved in working to help prevent child and vulnerable adult abuse by helping organisations manage issues around abuse better.
Shirley’s specialised areas of work include undertaking risk assessments and capacity to protect assessment reports on individuals where there are concerns around sexual abuse, including Internet related abuse. Shirley is also experienced in writing procedures for safeguarding children and vulnerable adults and in providing consultancy and training on all aspects of safeguarding.
- Laura Jeffries Until April 2011 a serving officer with the Metropolitan Police Service. The majority of my service has been spent in an investigative capacity having dealt with minor and volume crime, domestic violence, murder team investigations and Child Abuse. During this time I have been awarded several commendations including two from the then current Commissioner.
I retired after thirty years of service having attained the rank of Detective Inspector, working within the Serious Crime Command, Child Abuse Investigation Team. I had responsibility for leading a team covering three central London Boroughs dealing with joint investigations, both current and historical, also partnership work with statutory bodies and NGOs in safeguarding children and young adults.
- Vicki Lawson-Brown Vicki Lawson-Brown is a qualified social worker, family therapist, educator, linguist, mediator and is studying law. She has experience in local authority social services, child and adolescent psychiatry, universities, social care regulators and high-profile public sector organisations. She recently retired from the GSCC where she was a regional inspector and now acts as a consultant specialising in administrative justice, training, mediation, complaints, safeguarding and conduct investigation. She has held a Ministerial Appointment with the Home Office and is the former Chair of the national charity Witness. She is currently a Trustee of the Centre for Public Scrutiny and a spokesperson for the College of Social Work. She continues her academic career with the Open University where she teaches health and social care and is the academic reviewer for Ruskin College Oxford and the University of Baden-Würrtemburg in Stuttgart.
- Brian McDaid A retired Detective Inspector with over 30 years experience in Thames Valley Police who has extensive experience in the investigation of all types of serious crime. His specialist area of policing is Child Protection and on his retirement in October 2010 was Head of the Child Abuse Investigation Unit in East Berkshire. His experience includes the investigation of child deaths, child trafficking and other serious child abuse cases. He has also taken part in a number of Serious Case Reviews and over many years has taken an active role in numerous multi agency forums and initiatives.
- Paul Noke Paul Noke recently completed 30 years with Surrey Police having worked in Child/Adult Protection for the last 7 years strategically with multi-agency partners and as a presenter /trainer. As a detective inspector he has been involved in a number of Serious Case Reviews (SCR’s) and recently sat on both the Children’s and Adult’s SCR Panel. He has previous experience as a Child Protection practitioner, interviewing children and sex offenders. Paul is a Restorative Justice Mediator and is a qualified counsellor having set up his private practice in 2005. He is also an accredited Safeguarding Children’s Board trainer and LSCB Overview Writer.

I have over thirty years’ experience in local authority settings as a social work practitioner and manager. I am currently working as an Independent Reviewing Officer in a local authority, a role which requires me to chair multi disciplinary meetings addressing complex care needs and developing plans to meet the needs of vulnerable children and young people, many of whom are victims of abuse. Past employment includes operational management in Child and Adolescent Mental Health Services and Sure Start children’s centres.
I have completed investigations under the Catholic Church’s Preliminary Enquiry Protocol in northern and southern Dioceses.
- James Todd BA MA A qualified Probation Officer who has served with the Greater Manchester and South Yorkshire probation areas, I have also been the Director of a voluntary agency in the alcoholism field and from 2002-8 I was a Family Court Adviser with CAFCASS. I am also qualified as a trainer in Adult Safeguarding: since 2008 I have worked as an independent safeguarding adviser, mainly with the Diocese of Hallam, assisting the delivery of training in adult safeguarding, domestic abuse and safer recruitment to the clergy; employees and voluntary workers of the Diocese. My understanding of Catholic settings, procedures and expectations has been enhanced by my membership since 2009 of the NCSC’s Review Panel, established following the Cumberlege Report to ensure that those believed to have harmed children and/or vulnerable adults are afforded due process. I have extensive experience of the preparation of complex reports for the civil and criminal courts: my principal areas of interest and expertise other than report writing and safeguarding cover interviewing; substance abuse; risk assessment; staff/student supervision, and project management.
